Allow early voting in South
Carolina. Satellite polling locations will be optional for each
county. Early voting would begin approximately 2 weeks prior to
an election and would end at 5:00 p.m. on the Friday prior to
the election. Voting by mail would be restricted to those
electors who qualify for absentee voting.
Procedures would be the same as we currently use for walk-in
absentee voters except no application would be needed. The
elector’s registration number would be keyed in the voting
machine.

Uniformity of Title 5 and Title 7 of the State Code.

Continue to support increases in poll worker pay due to
increased technical and procedural demands placed on poll
workers.

Deletion of the legal requirement that a witness’s signature
be required on an absentee ballot envelope.

Establish the 48 hours (i.e., two business days) after filing
closes as the certification time for candidates for any office
(partisan, non partisan, municipal, etc.) An earlier
certification time allows us more time to meet absentee mail-out
requirements set at 45 days.

Amend section 7-13-190 of the SC Code to establish quarterly
election dates for all special elections.

Amend section 7-13-110 of the SC Code to allow any registered
voters in South Carolina to serve as a poll worker in any county
in South Carolina.

Revise and update Title 7 to reflect changes made in the
registration and elections process over the last decade. This
includes, but is not limited to, deleting references to outdated
voting equipment, and updating and standardizing timelines due
to new federally mandated requirements.

Uniform election dates for all municipalities. This date would
be the first Tuesday after the first Monday, in November of odd
numbered years.

Opposition to registration by party in South Carolina.
