Transferring Data to and from SCAC

SCAC has developed data transfer capabilities for the debt collection programs using Secure Socket Layer (SSL) protocol that meets stringent HIPAA requirements. SSL transmits data communications over the Internet in an encrypted form. SSL ensures that the information is sent, unchanged, only to the computer you intended to send to. To send data electronically, county entities can use SCAC's secure website for debt collection or use SCAC's debt collection software.

Electronic File Transfer:

Automated SSL in software – the software has built-in file transfer functionality that allows county participants to easily send and receive data.

Web Browser – For county entities that do not use the SCAC software to manage their setoff debt or GEAR accounts, they can transfer data files directly using SCAC's secure web browser. The Web Browser address is: https://scac.setoff.org .

Data files may be prepared in a specified ASCII layout (click to view layout); or in an Microsoft Excel spreadsheet (click to view layout).

This secure method allows county entities to send files to the South Carolina Association of Counties: both Initial Loads and Adjustments. It also allows for downloading match files and upgrades of the software.

Also, for those county entities that use SCAC's software, the Web Browser is still a valuable tool and is the only electronic method for receiving reports that include Social Security Numbers that will not be sent via electronic mail.
