Free Software:
SCAC provides our county participants
debt collection software free for your use. This software is a
comprehensive package that allows data entry and editing, data
transfer, letter preparation, address updates, reports and more.
It's very simple and user friendly but it is very powerful with
the online data transfer and reporting capability and it meets
very stringent security requirements. (Click to view Software

Unique Account
Numbers: SCAC allows entities to
include unique account numbers in the data file that are
internal to our participants' billing or accounting systems. So, if billing systems
are based on patient numbers, bench warrant numbers or any type
of unique identifier, the SCAC system allows participants
to use these numbers to tie setoff data to their own billing
data. |

Flexibility in Managing Files:
SCAC understands that every
county participant is different and we offer flexibility in
preparing files. If your county agency, your court, your
hospital has billing software or an in-house main frame system
for handling billing, you have the option to prepare an ASCII or
Excel file from your system to send us for this program. We will
compile the data and put it in the proper formats to send to DOR.
Also, we will accept multiple files from different systems in
different formats and compile everything for DOR. We will even
take your data from different files and put it into our software
for your use. Our IT staff will work with you to make it
as simple as possible to get the data from you. |

Free electronic data transfer:
SCAC provides data transfer
software free for our counties’ use that is built into the debt
software so it allows our participants to send and receive data
with a click of the button. Our transfer software meets very
stringent HIPAA security and privacy requirements. We have
prepared secure folders on our local servers for each of our
participants to access their data and send and receive files.
For every county participant who uses the software, SCAC
prepares customized software with internal passwords that can
only be accessed by the participant. Or, if you are sending an
ASCII or Excel file from an internal billing system, we have a
secure website that can be used to send and receive data. This

Free electronic banking:
SCAC
offers free electronic banking to our county participants. We
made arrangements with our bank to make direct deposits into our
participant’s bank accounts. There are no charges to our
participants for these deposits.

Free address updates:
SCAC provides our counties with free address
updates from the SC Department of Revenue (SCDOR) tax return
system. Our computer staff takes files from SCDOR’s tax system
and makes them compatible with our system to do a comparison
with the county data files. Our computer staff prepare a report
showing only accounts that have different addresses from DOR’s
system and they prepare a file to update the system with new
addresses. |

Letters / Labels:
The SCAC debt software includes a
letters/labels function to assist counties in generating
notification letters and status letters. The software will
populate account data into a letter template and allow you to
print all necessary letters and labels. Or, if our
participants prefer to create a more customized letter, the
software can generate a data file that can be imported into a
Word document. |

Reports:
The SCAC debt software allows counties to
print a variety of reports to help our participants manage data
and answer questions. These reports include details for
all accounts, summaries, history, match reports, and reports
showing older debt collections. Participants can also print
reports showing collections for a range of dates or a range of
amounts collected. |

Confirmations:
Another service SCAC provides
participants to help manage data is that we send confirmation
information for every electronic file sent to us so you can see
exactly what is being loaded- number of accounts and dollar
totals. This allows county participants to verify the data and
make sure we are loading exactly what is needed. This
confirmation process helps minimize errors and give our
participants better management control of the data that is being
processed. |

Export Options: If using a
different billing system in combination with the SCAC debt
software, SCAC has included in the software the ability to
create a file to import into your billing system. This will
hopefully eliminate the need for dual data entry into more than
one system. |

Technical and Legal Assistance:
SCAC has a great team of in-house SCAC program and IT staff who
will work with our participants on program questions and
computer and software issues. SCAC does not act as your attorney
but we will assist you and your attorney with legal questions.
